Rachel Donnelly is an associate in the Regulatory and Aboriginal Law Groups at Cassels. Her practice focuses on advising clients on the regulatory and Indigenous law aspects of major infrastructure and natural resource projects across Canada. Rachel works with project proponents, government agencies, and Indigenous communities to navigate complex regulatory frameworks, including permitting processes and Indigenous consultation obligations. She also has experience with judicial reviews before the Federal Court and Federal Court of Appeal, and other regulatory and litigation matters across Western Canada.
Rachel has been a guest lecturer at the University of Alberta Faculty of Law and is committed to sharing insights on emerging topics in regulatory and Aboriginal law. She attended law school at the University of Calgary and was called to the Alberta bar in 2025.
